Open the playlist in QQ Music, select Share, then Copy link. The link must include the playlist ID. -

In Soundiiz, open Playlists, select Import Playlist, then choose the option to import from a web URL. -
Paste the share link
Soundiiz loads the playlist title and the track metadata available through QQ Music. -
Choose the destination
Review the matches, select Apple Music, Spotify, or another connected service, and complete the transfer.
